Charities and community transport

Transport that keeps people connected

Community transport organisations exist to get people where public transport can't: to hospital appointments, day centres, shops and the social visits that keep people connected. CVM Group helps charities and community transport operators across the UK get the right minibus, funded the right way, so you can focus on the journeys that matter rather than the paperwork behind them.

Whether you're replacing an ageing vehicle, expanding your fleet or moving to electric for the first time, our team understands the pressures facing the sector: tight budgets, Section 19 and Section 22 permits, volunteer drivers, and the need for every vehicle to earn its keep.

Finance

Whichever works for your reserves

Not every charity's finances work the same way, so you're free to choose the route that fits your budget.

Outright purchase

Full ownership from day one. Ideal if you've secured capital grant funding earmarked for a vehicle purchase, as many local authority and DfT-backed schemes require.

Contract hire (leasing)

A single fixed monthly payment over 3 to 5 years, useful if your income is grant and fundraising led and you'd rather spread the cost than find one lump sum. Maintenance, servicing and MOTs are available to add to your monthly payment.

Finance

A middle ground: spread the cost into fixed monthly payments instead of paying in one go. We'll explain how each finance agreement works, including what happens at the end.

Our team will talk you through which option fits your funding, your reserves policy and your trustees' appetite for a longer-term commitment.

Funding

Help with funding, not just finance

For most community transport charities, the vehicle decision starts with the funding question, not the vehicle spec. Our team can:

  • Provide the costed quotes on headed paper that grant applications need. Local authority BSIP-funded schemes, the Motability Foundation and EV grant funds typically ask for one before you apply.
  • Explain the practical difference between a diesel and an electric minibus for your routes, so your bid reflects real running costs.
  • Work with your Section 19 or 22 permit requirements from the start, so the vehicle you order suits how you're licensed to operate.

Not secured funding yet? We're happy to prepare a quote before you apply, at no cost, to strengthen your bid.

Community Connexions community transport in Gloucestershire

“So it's basically a lifeline.”

Community Connexions, a registered charity with three decades of experience providing community transport for vulnerable people across Gloucestershire, has been leasing accessible minibuses from CVM Group since 2019. Their transport manager and operator particularly praise their working relationship with Livi Southern, CVM's Operations Manager, who handles their account.

“Anyone with any kind of mobility issues wouldn't be able to get anywhere. Generally, people are elderly, but not always. We've got some passengers in their 30s who for whatever reason have various different disabilities that mean they can't use any other form of transport. So it's basically a lifeline.”

Amber Deacon, Marketing Manager, Community Connexions

CVM Group currently leases 11 wheelchair accessible vehicles to Community Connexions. As they continue to grow their services and fleet, we're glad to be a trusted provider, helping them serve their community.

Common questions

Frequently asked questions

The questions UK charities and community transport operators ask us most often.

Do we need a special permit to operate a community transport minibus?

Most community transport organisations operate under a Section 19 or Section 22 permit rather than a full PSV operator's licence. This lets you carry passengers for a fare, provided the service isn't run for profit. We can advise on the vehicle specification for your permit type, but for the permit application itself we'd recommend checking with your local licensing authority or the Community Transport Association.

Can our volunteer drivers drive the minibus on a standard car licence?

Often, yes. Drivers can drive a minibus on a standard car licence (category B) if all of these apply:

  • they're 21 or over and have held their car licence for at least 2 years
  • they're driving voluntarily, not being paid specifically to drive
  • the minibus weighs no more than 3,500 kg (4,250 kg if it's adapted for disabled passengers)
  • they're not towing a trailer
  • the minibus is used for non-commercial, social purposes

Most standard minibuses go over 3.5 tonnes, so a lightweight build is often the practical answer. Our Flexilite builds, including the 17-seat CVMinibus, are designed to be driven on a car licence (B) by eligible drivers. Tell us about your volunteers and we'll point you to the right minibus. Do you offer wheelchair accessible vehicles?

Yes. We supply minibuses with ramps, tail lifts and flexible seating layouts for mixed ambulant and wheelchair-using passengers, which is often essential for community transport and day centre services. See our accessible minibuses.

What's the difference between leasing and buying for a charity?

Buying means you own the vehicle, which suits organisations that have secured a capital grant earmarked for a vehicle purchase. Leasing (contract hire) spreads the cost into a fixed monthly payment, with maintenance and servicing available to add, and suits charities whose income comes from a mix of grants, fundraising and fares rather than one lump sum. We can talk you through both against your funding position.

Can you provide a quote to support our grant application?

Yes. Many funders, from local authority BSIP-funded schemes to the Motability Foundation and EV grant funds, need a costed supplier quote on headed paper before they'll assess an application. We can provide one at no cost, before any funding decision is made.

How does an electric minibus work for our service?

Our 14-seat electric minibus covers up to 263 miles on a charge (Vauxhall's figure), which suits local, stop-start community transport routes, and it costs less to run day to day than diesel. Charging needs depend on your journey lengths and depot set-up, so we'll talk through your actual routes before recommending it.

Can we add maintenance to our lease?

Yes. Under a contract hire agreement you can add servicing, maintenance and MOTs to your fixed monthly payment, so there are no surprise bills partway through the year. It isn't included as standard. If you buy the vehicle, maintenance is arranged separately, and we're happy to advise on that too.

Can charities reclaim VAT on a minibus?

It depends on your charity's VAT status and how the vehicle will be used. VAT relief may be available on some minibuses for charities if you can supply the right documents. Check with your accountant or HMRC first; we can provide the figures you need for that conversation, but we can't give VAT advice ourselves.

What if we're not sure whether to lease, buy or wait for grant funding?

That's a very normal position to be in. Talk it through with our team, with no obligation. It often helps to have the vehicle and funding conversation at the same time rather than one after the other.
